A slow build

This did feel very much like the prologue to a series. The characters are well set up and you can’t say nothing happens (spoiler-Germany invades Austria, Austria isn’t wholly sorry) with spy shenanigans and so on, it’s just that none of them felt like they were meant to be the dramatic climax. It was fine and I will keep an eye out for the next one.
